A brief history of legalization in Minnesota

Medical Cannabis Legalization (2014): Minnesota became one of the first states in the Midwest to legalize medical cannabis in May 2014. The law allowed patients with qualifying medical conditions to access cannabis through state-licensed dispensaries. The program was tightly regulated, with restrictions on the forms of cannabis that could be sold (e.g., no flower, only oils and pills).

Expansion of Medical Program (2016-2019): The medical cannabis program expanded over the years, adding new qualifying conditions and allowing for the sale of raw cannabis flower in 2019. This change increased patient access and participation in the program.

Adult Use Cannabis Legislation (2023): In May 2023, Minnesota legalized recreational cannabis for adults 21 and older. This legislation allowed for the possession and personal use of cannabis, as well as the establishment of a regulated market for cultivation and sales. The law included provisions for expunging past cannabis convictions.

Implementation and Regulation (2023-Present): Following the legalization of adult-use cannabis, the state has been working on developing regulations for the new market. This includes licensing for retailers and producers, establishing tax structures, and setting public health and safety guidelines.
